Heat Burst is an environmental disaster bringing droughts. It occures after a meteor falls down. And ends after a couple of hours. If you play on higher game difficulty, you experience lighting bolts during the Heat Burst that cause fire.
It's good to be prepared for such wild weather by storing enough water either in dams or in containers for keep your mutnats and fileds hydrated. And also have a protection from the fire using sprinklers and water cannons.
